I hate when i play against someone, they play way too good to be 720, and then the game review says that they're not cheating, instead i am just awful at chess.

What is a skittles room? And do you mean they input the moves in their phone to analyze?
A Skittles room is the place outside the tournament hall where all the players break between rounds, including eating lunch and analyzing games. And of course playing causal chess games.
And usually no, they will discuss the game with their opponent, or just play through it on their own. But it is very distracting and disrespectful to all the players still playing their own games.
