what is a dubious move ?

Im sorry im such a beginner but I was curious as to what exactly makes a move dubious instead of being a downright blunder.

I think it really depends on the annotator but I believe it to be a mistake that is hard to punish, or that only leads to a small, non-decisive positional disadvantage.

We mustn't forget that it also has an exclam in second place. This would mean that, while the move can probably be refuted with best play, it may very well lead to some advantage in some of the more "obvious" lines.
