you can play tournements at 100 ELO Im 1000 ELO and I often win more than I lose in tournements go play a tournement you have a large enough rating

Around 1700-1800 is good as online rating.

I am 11 and my rating is 1000 if you are older and your rating is lower u need to take lessons

I'd think 3500 is good, phenomenal even. 
But here is the real answer: It has nothing to do with "teenager" or "kid" or what ever. It depends on how long you've been playing and how many games/hour you have on the clock. If you just started playing chess last week, then you're fantastic at 700. But if you've been playing 10 years, then 700 is not shameful, but it's definitely at the lower end of things (if you truly continuously played chess regularly for 10 years)
