How much interest does he have in chess and how much time is he willing to spend for it?

Because we all know that males are better at chess than females. So a 25 year old female-small chance that she is going to be a GM. Now, a male. Then we are talking
also what is average? If he just leard to play chess-say a month ago-1200 is a high rating. If he learned a year ago, still a pretty fair rating.
An average ordinary chess-interested person will achieve the average rating... almost by definition alone.
A person with some, but not all, of the best qualities will be somewhere in between. It's not possible to give a single number. There are many different combinations of desirable qualities, and most of them can't be changed by will power alone... including will power itself :p
Sure, for a few days or weeks you might work hard. But for the determination to keep at it for 10 years most people would need a life altering change, at which point they would no longer be an average ordinary person.

1200 might be average ffor chess players who are interested enough to get a rating. Sensible average Joes probably don't bother, so the rated pool is probably already better than the whole group of people who play the game at any level
