This is an invention of chess.com. They gave it to him because he promotes chess and he is popular in India.
That makes more sense, i tried to find information about the Master title in India and couldn't find anything.
It is not a real title. If you google it, you will find similar topics in the past, this question pops up every once in a while.
So if it is not a real title (which I doubt), why did chess.com verify it?
Samay Raina is funny and they just gave it to him as a joke.
They've done it to other people too. The Twitch streamer QTCinderella (700 ELO) received the WGM title for a while as well.
It's not that serious.
