what is cm title for?

Since the title is candidate master, the titled player is not yet a master?

Right, but he's rated over 2000, which is pretty damn good. There should be recognition for breaking 2000.

FIDE CM is 2200+

Geez, you're right.
CM is 2200+ and FIDE recognizes a master at 2300+.

But for those of us in the USCF a master is 2200 and over and a Candidate Master (or Expert) is 2000+.
