Just move on after declining, and if they repeatedly send it block. It's not a good idea to block after once.
Well, some of them are conmen, but some other might just want to be friend and meet other cultures. If others(aside from criminals, of course) cannot send you a friend request, then who can? your mom? Will you report me if I send you a friend request?

like today i reported this guy named @tuan81 and afterwards he said "buy you acc in tomorrow"
