The sad truth is usually reverse of OP claim.
Usually weaker players burn their own time more and do suicide flag themselves! (? slower calculation)

That strategy may work up to a very low level of skill. But as you get better at chess, you also get better at blitz and bullet.
The top blitz players in the world are the same players who are at the top in classical chess. The order may get changed around occasionally, but the best players are still the best players.
