When people’s don’t resign with a queen down or don’t understand when a position is a draw

Not in bullet but in a Daily game! Hoping for a stalemate? Really? I don’t know what people have in mind when they don’t resign in such positions. And the dude wait 3 days to make his move, as if the goal of the game is to play as long as possible…

Another funny situation is when get you an endgame with bishops of different colours and the opponent go on playing without any chance of a pawn break, not blitz, but Daily Chess. The guy moves his bishop 5 times or more, I just keep my bishop in the same diagonal, offering a draw after every move, until the guy sees that it probably a draw.

After which rating do people stop playing like this? I see this kind of stuff at ratings like 1500 or even higher.
