When to report possible cheating?

I see players with 7-900 Rapid & Blitz playing 94% accuracy in Daily (rated). I see same players with 36% in other Daily games. Perfect theory 10-12 moves combined with absolute madness... I don't really care but should I? When do you report, are there any guidelines? How does the report procedure work and play out? Grateful for any input?

Daily games allow the use of opening books and databases and other non-engine/tablebase resources. So having a perfectly played book opening can be expected at any rating level.

The Game Review accuracy scores are also not used for cheat detection and very short games and longer games with easier to find moves in the endgame can boost accuracies as well.

That said, discussions of cheating, potential cheating,or cheat detection are not allowed in the general forums.
