Some of the good chess magazines have annotations from GM's. But honestly a lot of the IM's are better at teaching/explaining than GM's. I would expect to learn more from the annotations of a good IM than most GM's, and it would certainly be sufficient for my skill level.
Where to get grandmaster annotations?

Usually you have to purchase the sources of these annotations. There are exceptions, some famous games have annotations online but overall you have to pay for their work(ie books, magazines, etc). Just buy a couple game collection books of the players you want to emulate, they are worth the money and will help you improve significantly if you work through the games.

That life master AJ-whats-his-name you see often in the chessgames.com notes has annotated a bunch of famous games (and leaves in commentary from other titled players too). I think he has a site you can read it all for free.
