If the question is based on the amount of top players the country produces, Russia wins.
if you're asking in general terms which country's people are the best at chess, the answer is none. you can have the gift for chess regardless of your ethnic group.

You are true but there is a term knows as set.
The basic definition of set is the collection of well defined data.
And if we consider comparision then we can use well defined data. And if we rase a question that which country you "Think" is better. Then that the answer is choice. And you can claim you choice by reference of data. But data doesn't show or confirm what your choice is.
