Russia
Russia is a very strong contender for the title of "Best at Chess", yes.
Some of the republics that border the Russian Federation and used to be part of the USSR (before 1991) are also very strong at chess... Azerbaijan, for example.
Other countries that were never part of the Soviet sphere? China and India have made very impressive progress as chess nations, and both now have a good crop of top GMs. So does USA.
Best in the world? Probably Russia.
