Which position could you have 9 queens and control the least amount of squares on the board?

I'd imagine there are many positions where you control almost all squares like this one
But assume I was playing around trying to get 9 queens in the first place and didn't want to stalemate. What would be the best way to make sure the queens don't take up all the squares?
