A rook on the seventh (for White) or second (for Black) row is very strong because it can support an opponent's pawn to promote and control many squares as the game progresses, as well as provide strong support from the row behind an ally's pawn to be promoted, according to the Tarrasch rule. This position is advantageous because there are no pawns blocking it, and the rook can move freely to attack or secure positions.
