Why can't black promote his pawn here?

In my today's tactics I was baffled because here (https://dl.dropboxusercontent.com/u/860437/tmp_6424-why%20can%27t%20pawn%20take%20Q870049846.png) the only valid black's move seems to be Kf6. Why can't black play fxg8=Q?
