look at his game history..there are many accounts that are already closed as his opponents...he is like a magnet for closed accounts

If a member is closed for sandbagging or rating manipulation, there won't be any point refunds.

If they were closed for cheating, it can take up to 15 days for a point refund.

Sandbagging at a 2200 is rare .so how do we know that if our opponent is sandbagging or a cheater

Well, ppl regularly sandbag at bullet from 2200 to 2000 , climb again, and again sandbag. It's normal, don't take it too much to your heart. Report the player, block him, and move on.

People can naturally fluctuate 200-300 points, especially in bullet.

I also played against a cheater recently and was wondering if anyone here knows how long it will take untill he gets banned? It's a very obvious case where the account was created 1 day ago and only played 4 games, with each being 95% or higher accuracy, and of course, with consistent time usage and "thinking" on very obvious moves like recapturing a queen in a trade. If he decides to not play any games after those 4 will he just not get banned? Will I ever gain back the ELO that I lost to that machine? (He played 98.9% accuracy against me)

Sve zavisi. Pre par godina, imao sam protivnika koji je bio banovan posle 1 partije, ako se ne varam. Jednostavno je bio previse ocigledan (tipa odigra manje ocigledne odmah, a onda kad treba da osvoji kraljicu, ceka neko vreme i umesto da uzme kraljicu izabere da je ne uzme, jer ce biti mat u 9 umesto u 12 poteza na primer).

Tako da itekako mogu da ga banuju posle 4 partije, ali obavezno prijavi ako nisi, mada po poruci cenim da jesi.

Nobody mentioned it, so I will. There is one exception where you do not get your points back. If you played that game more than 90 days ago, or the banned account played 100 games since your game, rating will not be refunded.

Unless something changed recently, this is how it works.

Edit: I see that he didn't play enough games and the game was played pretty recently, so you should get your rating back. If not, contact support.
