Why does chess.com membership cost money?

I wanted to get a diamond membership on chess.com but it costs money so I didn’t get it because it would waste my money.

Because this is a company, not a charity. They need to make money to pay staff and keep the app running.

Study chess and get your USCF/FIDE or international rating up to 2200 then you will earn diamond, once you send them proof of your certificate. (I don't believe you need a floor of 2200--you just need a published rating of 2200+ in the monthly supplement).

I can’t make my rating 2200,I can only get rating 300.

It's quite obvious, no? If you want to do something you have to pay.
