Why is the Polish -0.7?

The question I have is why?

Now, of course, the cross-board counterpart of it is worse, but it doesn't seem like it loses you material or control of the center automatically like the Grob

id imagine the engine evaluates it poorly because you're moving your minor piece twice so early in the game, and you're also pushing a wing pawn which does not help you control the centre. 
You're basically throwing away your move advantage and the only thing you're getting in return is the B2 square for your dark square bishop.

This is not Polish, this is Orangutan (or Sokolsky in Russia). Polish is 1.d4 b5. 1.b4 is somewhat playable but sequence of moves given by you is quite nonsensical.

You haven't seen the Englund Opening.

It's still considered a book move, yet the Barnes Opening isn't.

I forgot that you Americans must have different names for chess openings than us Europeans, but

1.b4 e5 2. Nf3?? is a blunder because of e4 followed by Bxb4. Just turn on the engine

1.b4 is not -0.7. this is an error of older engines played at super low depth. at high depth on a modern engine 1.b4 is 0.1 --- -0.1
any opening outside the big 4 (1.e4 1.d4 1.c4 1.nf3) that is remotely reasonable (1.nc3 1.f4, 1.g3. 1.b3 ,1.b4 ) and the transpositional ones (1.e3 1.d3 1.c3 1.a3 and MAYBE 1.h3)is equal with correct play. Any advantage gained beyond that is whites fault.
also what the heck is 1.b4 e5 2.nf3? , just e4 and you lost the b pawn.

1.b4 is considered the polish. When choosing an opening- though the engine out the window. Ignore it. Don’t listen to a single thing it suggests. Engines suck for opening choice because they don’t understand chess.
