Why is this a draw?

It is draw because it is a stalemate.  It's Black's move and the king is not in check and since the king cannot move into check there is no move to make.  That makes it a draw.

The king is unable to move but is not in check, so it is a stalemate. There is no move to make without making an illegal move (putting yourself in check)
