Why is this never played in chess?

So I was playing a game of unrated chess, and I reached this position.


And as you see I had a new idea. I looked in explorer and this has been played very few times, and there is no opening name for it. Why? I think this is a good move because

1. I dislike moving the knight there since usually I have to maneuver it around to create a pawn break using the c-pawn. 

2. It kicks the queen the same as the knight does.

So... is this a good move, or a bad move? Did I discover a novelty, or am I just a even bigger patzer (I already am a patzer) with an easy refutation by black I don't see?

Thanks for the post JackRoach since it got me thinking and researching a little.  By this c4 move by White in the Scandinavian, it looks like White is creating a defect in his structure.  Essentially, Black will have Qe4+ which poses problems for White:

Interesting that the engine prefers 4.Ne2.  I checked on my end to verify.  The ChessDotCom analysis prefers 4.Qe2, but more sophisticated off-platform analysis indicates a favor to play 4.Ne2 as you said.  I think if I were to play as White, I would elect to block with the Queen, but that's just my human preference.  Either way, Black is doing well from here.  Thanks for posting this thread!

It is actually kind of weird. When I went to it in the lines of the analysis it says that Qe2 gives black less than an advantage, but when I moved Ne2 it says it was best. Strange... probably just a bug or something.

I used to play c4, when I was 100 but now I play Nc3.

Yeah. I lost the pawn when I played this but I thought it was only because I misplayed the opening.

Nc3 is just better
