The king has no squares but he is not in check, that makes it a stalemate.
When you have two queens the surest way to get checkmate is to use the "staircase" method, checking the king with one queen while blocking the adjacent row with the second queen (but make sure you don't leave your queen en prise!) That forces the king to the edge of the board and you get an easy full point.
The king has no viable spaces in which he may move, so why is this not a win??
