Maybe he's just not that good? Impressing people in streamed on-line blitz games isn't the same as performing at GM level in a slow OTB tournament well enough to gain GM norms.

He is first class entertainer, but he lacks something to lift him up to a GM level. I don't know what it is. He tried, did not work. If there are only about 4000 GM-s in the world, he is probably richer than 3990 of them, which would be a great consolation to anyone.

I think there is a diferent lvl between levy as a IM and a GM playing because the higher you go the higher 1 elo is the decisive strike like 1 elo of GM is worth more than 1 elo of IM

Exactly what is an "elo" worth? Ratings are measures of past performance. As all he commercial ads for stock market schemes say: past performance is no guarantee of future outcomes.

There is a video where I think Hikaru or another GM mentions why that is. I can't remember the exact reason.

There's a talent max. Some people have talent up to GM level. Some to IM level. Some never get past 600 or 800 level. Just depends where you max out. Levy maxed out at IM. Some people are Cy Young, some people are sayonara.
