Why not Bishop or Knight Promotion to Queen (or Rook)!?

Pawn Promotion is a chess rule that a pawn that reaches its eighth rank is immediately changed into the player's choice of a queen, knight, rook, or bishop of the same color. The new piece replaces the pawn on the same square, as part of the same move.

I think when a king and one bishop (or Knight) versus a king cannot create a checkmate on either player we should be able to change it into the player's choice (rook or queen)، or we should be able to add another bishop to the game to make checkmate possible.

In this way we can avoid the unnecessary draw.

No. That would be an unnecessary rule that would make the game less fun. Having stalemates or draws is a part of the game and it is not a bad aspect of the game. It is also not unfair to either player. Since you are aware of how the endings work you must plan ahead of time if your want to have pieces that make a mate possible.
