I participated in an outreach program where I played inmates in prison. All of them were above 400 strength. So sending weak players to prison might benefit their chess playing. So not a bad suggestion to send them to prison.

I am against puting U400 in jail. The animals need space and freedom, you have to love the innocent creatures created by god and protect them against themselves, give them free food water and shelter until they reach 500+
Everyone has been below 400 at one time or another. If they don't have study materials or a coach who can give them pointers and advice improvement will be accidental.
