you play Kings pawn to control d5 and f5, you play queens pawn to control c5 and e5. If black allows it you play both King Pawn and Queen pawn although after you play King pawn, black cannot really prevent you playing queen pawn but seeks to take the sting out of it. Many King pawn openings take on the character of Queen pawn if black decides to exchange the King pawn early like in the Scandinavian. After playing the Queen pawn you cannot really force through the King pawn that is why white attacks the centre from the wings with moves like c4 instead.
