My opinion on this is that most of brilliant moves are labeled this way when a player sacrifies a piece to make an actually strong move leading to some sort of a win. And here if white plays Qe8, you could play Re2 which would lead to a forced mate unless white follows with Qe5 losing the queen. So I think this move is brilliant for tricking white to take and therefore losing the queen.
It leads to threats on F2, forced rook exchange on E2 and eventual rook capture on A1. Black has many check opportunities from that point, but it looks risky to me. I'm still not sure how black manages to recover by promoting. If it can be made to work it is indeed brilliant.
