Why would ANYONE play like this??

Just played a blitz game. It took my opponent 11 moves before he moves his first piece! Until then, he was only pushing pawns. 

I'm not saying my play was perfect (I'm sure it wasn't), but still: why would anyone play like this??

There was a thread on here last week by a fellow who was teaching elementary school children chess. He said they were starting out with pushing pawns like this. Given your opponent's near 1200 rating, I would guess you were playing someone new to chess.
