HA I knew you were old. You can remember BBS's. Did you run one? I did on a Commodore 64 and, later C=128.
I don't think the internet will replace OTB playing. I think it may deminish its popularity.
I think for most chess players, online play fills all their chess needs. Not like before where OTB was the ONLY way to do this.
BTW - I'm all for states rights. I think the federal government oversteps its boundries all the time.
The only reason why this is never going to happen is very simple: Cheating. It's a cancer on every internet chess server, even though neither prices nor titles or relevant ratings are going to be gained there.

I do not think it will ''replace'' OTB chess so to speak, but it will certainly attract more players and so it will have an impact on how the game of chess game will be perceived.
How many players on chess.com or elsewhere simply cannot play OTB chess consistently for various reasons (work, location, visualisation issues ect) but can satisfy a passion for chess by internet? I think there are many such players.
The challenge for chess federations in years to come is finding ways to grab hold of these players to gain revenues by offering them ways to play and compete in an online environment with high stakes, all that in the comfort of their homes. Chess is adapting itself to the new reality, that is a technological world.
FIDE has forseen that, and have lauched it's own chess online platform, called FIDE Online Arena where players will be able play rapid, blitz and bullets and get an official FIDE rating, same as OTB. They are working on new anticheating technologies as well. I think that's a clear step in that direction.
I hope not, I think playing OTB feels more authentic, it feels more like an actual game of chess by actually pushing the pieces with your fingers. Plus it is easy to cheat when playing online.
Someday, I want to do the whole thing online. I want to earn an official fide rating, earn my title, and move up the ranks, compete in offical fide tournaments, all through online.
LOL...if you could become a GM with online play, I would guess there would be millions of them...with most having a higher rating than Carlsen 
Be interesting to see how many real OTB GM's get banned on the FIDE site for cheating, just because they happened to find the right moves.

I haven't heard of it. But it cannot possibly work. Unfortunately it's too easy to cheat without getting caught. Use your database in the opening. Your literature. Who would be able to prove that you haven't studied the Najdorf Poisoned Pawn just this morning? Only occasionally ask the computer for help. When you really need it. Maybe every 10 moves, and stop whenever you are easily winning. Typical incompetent FIDE crap,
