Considering you're the one to blame for poorly managing your time, yes it does.

Wow. This thread is a big fat failure. Cmon people, we need more idiotic opinions on whether it counts if someone "wins"(;) on time.

besides winning by checkmate or your opponent voluntarily resigning, winning via time forfeit is totally valid.

However there are time forfeit wins and there are time forfeit wins.   Meaning to say, if your opponent never shows up, yes, you win on time.  However that game does not affect either of your Ratings.

However if your opponent shows up and plays at least 1 move and sits to think for "too much time" -- as his time expired, that will affect both your Ratings the same as if the win was achieved by delivering checkmate or your opponent resigning.

Some people invariably get into time pressure for whatever reasons.   Famous grandmasters of the past were Sammy Reshevsky and Walter Browne who were often teetering on the brink of losing on time.    Some of their opponents would play quickly trying to get them to lose on time  or  to make gross errors.    Most of the time, that would backfire and the gms would prevail.    A valid strategy when your opponent is in time trouble is to take your time and think out your moves.    Though it is very tough in the heat of the battle, with a very nervous looking opponent to do that.
