The average time is just what it says. Everyone that attempts a tactic in rated mode takes a certain amount of time to complete it. Then those times are averaged. It probably uses full completed tactics and not partial completions, but I don't know that for sure.
The image on the first link gives a general idea how time taken impacts the rating change. So, if you succeed, at least partially, it will take the max change the rating formula gives and decrease it based on the time.
The minimum of 1 point is a newer addition. It used to be that you could successfully solve the problem but take too long resulting in 0 points. Now, if the formula would give you 0, it gives 1 instead.
On percentage, I'm not sure. The easiest of the tactics will be a simple number of moves divided by total correct. Some won't give any points if you don't get a certain key move so I imagine the calculation is different there.

It says that user is playing a short game against a problem with Glicko rating. But, cannot find answers about:
- Is "average time" baked in the algorithm?
- How? is "average time" part of the algorithm
- How is "solving problem late gives you 1 rating point" part of the algorithm
- How is "percentage of success calculated"
Now, I have read similar questions to this all over the forum, but I cannot find the answers.
