asking other people to play for them - cheating?

I've noticed that a player I've recently played against in rapid (a rated match but it was a high elo difference) was asking another person, presumably higher rated than me, to play for them. they've admitted it in chat but I wasn't able to take a screenshot of it. is there a way to get any compensation from the elo I lost, and is this even considered cheating?

You can report them, using the option on their profile, but just saying they were going to do that doesn’t mean it happened.
