Not sure what you mean but you can create playlists on youtube for videos of other channels too. You don't have to download/upload them.

What I mean to ask is, if is it legal to DOWNLOAD videos of chess.com(i mean the videos found in youtube,not from the site) and upload it in youtube

Maybe I can make a playlist of chess.com and chesskid.com videos(found in Youtube) to my youtube channel like the bullet browls videos, or learn to play chess videos, etc.
