It's not a bug.
Though, I think there may be plans to eventually make it work for the vs Computer bots.
If you play a bot and save it to your archive, support may unlock it for you.

I don't remember how I got it, but it's definitely possible!
I don't think it's currently possible. To get it you had to play a bot in Live and bots are no longer available in Live.
