Does chess.com take action against stallers and quitters?

It has happened to me lot of times (and I'm sure it happens to a lot of other people too) that my opponent blunders a ton of pieces, and then doesn't make a move until the time on his clock runs out, but doesn't resign either. So basically I have to sit and wait for the remainder of the time, and that is very frustrating, cuz I'd obviously rather be playing a new game. I wanted to know if there's anything I can do to bring this to chess.com's notice, and whether they take any action against people

Yes there is something you can do...you can resign, and go on to your next game, or you can wait.

Last I checked, neither resigning nor waiting brings to chess.com's notice that my opponent was being unpleasant. Also, you need to think about how you talk to people, and if you're actually at all useful to those whom you're trying to help (I'm sure you are trying, but don't feel disheartened about the failure to help, social anomalies exist, and you're clearly one.).

They're taken out back and forced to reenact a scene from Game of Thrones. There's not much you can do. A person is allowed to use their clock as they want. You can block the person so you won't have to play them again.

Frank_of_pdx - you aren’t penalised if you resign - only if you abort - & even then only if you do it a lot.

Redgirlz is right - real life problems sometimes stop us from continuing - although I reckon it’s only polite to go back later when problem’s gone & apologise. & as for the actual stalkers, resign & block ‘em. It’s only a game ! :)

Obviously OP found another solution to the problem.

You go to lichess.org.... reporting does nothing. I really think nobody is behind the wheel at chess.com

This is best and reporting does do something if people are doing this.
