If they're many SA's, you can't become Owner because those active SA's can take care of the club. The highest position you can get is SA.
Getting Club Ownership

When the owner of a club is inactive, I know that you have to vote to become owner. It mentions in the Chess.com FAQs that you can become owner if there is only one SA. If the club has more than one SA, is it possible to become owner? Also, what if the club itself is inactive? How will someone become an SA or owner (by voting) if the members are inactive? Please answer my questions because I am currently trying to gain ownership of a club.
You can always create a fresh club instead of insisting on taking ownership of an inactive club.
Still, if you have special sentiments and attachments for that club, then, open a voting forum, and simultaneously, try contacting their other Super Admins and members, and persuade them about your feelings and involvement for the club.
In the end, gather all the necessary information and present it to the staff to convince them to support your request. They'll surely understand you. They're humans.

Chess.com's policies indicate that Chess.com supports nationality representation through chess clubs.
Club grabbing can be done by adding the members of your club (or your dummy accounts) into the target club so they can vote you as the owner of the target club. This can violate Chess.com's policy on nationality representation if the new owner does not belong to the club's nationality. It is also a form of harassment and discrimination.
From its name itself, Philippines' Finest Chess Club (PFCC) is a nationality-based club. Its mission is to amplify the name of chess among Filipinos, and its vision is to house the Philippine chess community.
Needless to say, its owner must be a Filipino.
Orb is clearly not qualified to be the Owner of PFCC for several unarguable reasons.
First, Orb is not a Filipino, and his being the owner violates the mission of PFCC.
Second, Orb has beginner-level chess ratings (less than 1200). He is clearly not qualified to lead over any chess events. His game history shows his lack of passion in playing chess.
Third, Orb is a complete stranger to PFCC. PFCC has real-life community as can be seen here https://www.facebook.com/PFCCofficial/.
Fourth, PFCC's real owner, sir @czrebirth, is very active and is able to manage the club pretty well.
I am airing this concern here because I was muted in the club.
A low rating doesn't mean that someone hates chess. It means they are trying their best to improve, and a low rating doesn't mean anything.
