Is this supposed to be a mistake on chess.com's part or am I just insane?

Not all Fair Play closures are going to generate refunds. It could be the account was closed for games in a different pool or sandbagging.

Their game against me was extremely accurate, just like the other games. Their time usage was also consistent. All other people seemingly got their points refunded.
Also in the post, it said it could take up to 7 days to refund the points

Yes, it could take up to 7 days.

- In extreme cases, we do restore points going back for the last 100 games or the last three months (after that point the result of any individual game becomes statistically insignificant).
So, depending on how many games there are and/or old they were, could result in no refund.
