lets say GM Vidit Gujrathi @viditchess does not have a chess.com account , so if he makes one but he knows his level is obviously high so while making account he makes account with 2000 elo so that he does not have to spend time playing low rating games and play with players of similar level and improve.
and first few games are rating adjustment games , like i believe first 20 games are necessary for you to know your real elo

I've seen many account reach 2000 elo in few hours by selecting advance option while creating a new account and use chess engines to play 2nd or 3rd best move so the anti-cheats can't detect. It occurs due to pairing with higher level player mostly 1800 elo players and just by winning first 5 games one could reach 2000 elo in every game mode...
