I didn't get a refund after an account was closed for cheating

Hello admins and mods, 

I have recently played a cheater. He had like 5 games onboard and over 95% accuracy. After that I reported him. What was surprising was that after this he resigned after 3 or 4 moves with someone with less points, which appeared to be another alter-ego of this troll and dropped like that 17 games in a row. They both got their account closed but I got no points back. What can be done, please?

Btw, his account that I was cheated on was: tallRI, you may verify on my game history

It can take up to 15 days for refunds but not all fair play closures get refunded. It could be that the account was closed for rating manipulation instead and that would not result in any refund.

Actually, in this situation, he was cheating. He won like 5 games in a row with over 95% accuracy to stabilise over 2000 and then he passed the points by rating manipulation to the other account with losing 17 games in a row. If he was that smart why wouldn't he win by himself those 5 games so he doesn't need to lose 17? Also, he has a few other accounts still active on the list of friends of one of those accounts...

Yes, rating manipulation doesn't provide rating refunds.

Ok, but losing for cheating is not fair. So can something be done to determine that he cheated in the first place, it was his first offence and only then he manipulated the rating. It is not the end of the world, but I am not easy knowing that I lost 16 points(8 that I deserved to win and 8 for even losing) to someone who used engines? Can you talk to support or the fair play team on my behalf, please? Otherwise you'll encourage people not to report sandbagging since they will remain without their points and focus on only reporting cheating...Pretty please...

If an account is found to be using an engine, is closed for fair play with a point refund in most cases. If the account was closed only for sandbagging, then that means there wasn't sufficient evidence of anything else.
