If you feel like another member is using disallowed resources you should report them directly.

I have played against a person whose account was very new, won every game with 90%+ accuracy, made every move (even simple ones) on almost the same time spent consistently. It was obvious that he was using illegal assistances I threw the game on purpose. Here is the account: [removed, public accusations are not allowed — MS]
