Well, it depends on who you're sending the award to. If someone set messages to friends only, you can't send them notes in cheers.

Send them a friend request if they accept messages from friends only, but if they don't accept friend requests in the first place, you can't send the note unless they send you the friend request

It will be available if they're in your friend list, unless you have the newer profile design. That note feature is being removed and those in the new design can't leave notes even to friends
So, Whenever I see someone get a cheer, there is usually a note under their name. How do you do that? It doesn't show that for me. Can I have help? Thanks!
