what does "Max Avg Time/Move" means and in what turnaments is it used?

That is the maximum allowed average time per move statistic for your online chess play and it is up to the creator of the tournament whether or not they want to use this type of restriction for their tournament.

Go to your My Online Chess page and scroll down. It's the last row of the last table on the right.
