How do I get rid of the pop up telling me about new castling rules? I'm sure this has been asked a million times, but searching chess.com forums is terrible. I get this message every time I logon.

It should only show one time unless you're clearing cookies or using incognito/private mode to use the site.

I'm on PC. I've deleted that message every day since we first got it, and it always reappears.
As mentioned, if you clear cookies or run in a manner where the site cookies are cleared after a session, that will happen. Everytime I open the site in a private/incognito window, which doesn't load previous cookies or keep them, I get the alert.
