No Friends Tab

Yeah the friends tab doesn't work when you don't have friends. I'll be your friend if you want 
I don't have a friends tab! It's literally just not there. I have no idea how to get it there. I've tried the obvious of turning the "Friends tab" on and off in the settings popup, but to no avail. I'd really like to have a friends to tab so that I can easily challenge friends to games.
