This is a little counter-intuitive but you need to first go to look at Open Challenges. There, select Create Challenge. There is a rating filter there but it is more limited (set choices).
Looks like most of the other filters are no longer there.

Where are the new game filters for online correspondence chess in v3? In the old version, I could create a new game and restrict my game requests to people who had played a certain amount of games or more. I could also set a ratings filter. I don't play much correspondence chess (as opposed to live chess) because I fear there's a lot of cheaters about, but I recently resigned a lot of games because I no longer wanted to take part in a tournament so my rating plummeted, and I'd like to get it back up.
