Yes, I have noticed this happening in mine and others games. Please report it to Chess.com, with enough of us reporting the problem they should fix the problem right away, hopefully.

The only throttling you might experience is due to ads (and that really isn't throttling but extra data and some processor use). But you can also look over the following things and the information there may help:

I am also losing my games due to this slow freezing. time suddenly becomes zero and opponent wins.
