On the app when I play bullet I premove and it typically lags some. A problem I have been running into more and more is I premove, it moves the piece, and then if I am below a second in time it will undo the move and say my opponent wins on time

If your move doesn't make it to the server before the time expires, after accounting for allowed lag, then that can happen. Premoves take a minimum of 0.1 second but can take longer if you're experiencing high lag or disconnects.
