I think so. I believe you an remove players manually so could in theory remove such players before the start. I however have not hosted many online tournaments myself.

Hello, a few months ago I setup a thematic chess.com tournament. It included a rating limit of 1600 for players. When the tournament started, we had one participant whose rating is now outside of that limit.
Am I correct in thinking participants' ratings are only checked at the time of registration? So it can increase beyond the specified limit between registration time and start of actual play...
