3 timeouts / 30 games = 0.10 = 10.0%
There are too many tournaments so many Tournament Directors change the default 10% restriction to a higher figure. Check a few others.
I can't join a tournament because my timeout ration is 10%, what does this mean and how can i resolve this in order to join a tournament?
