SE Asia connection issue.
Your opponents can't cheat the clock. The server keeps the official clock and updates client clocks based on the time taken plus lag compensation.
Real time systems, like Chess, can't buffer like other types of sites/games. It can only decide how to handle lag and disconnects. Here, that system allows a certain amount of lag that it will compensate for, over a series of moves, and in disconnects, allows a certain amount of time to reconnect, based on the time control.
So 20 premoves without hesitation becoming 40 seconds sounds normal to you?
If someone is experiencing high lag or has disconnects, then it can happen. Premoves take a minimum of 0.1 second but can take longer if there are connection issues.

Yeah I know all of those, I've been playing chess.com for more than 10 years mate. It's just an issue that I tested by doing 20 premoves under 4 second, yet it takes 40 seconds total. This is just wrong. Chess.com team should find a solution about this.
I also never said anything about players "cheating to change the time". Back then, there was a trick to switch between apps, chess.com and another app with an engine. Nowadays if you switch the app, the chess.com has own server clock and the time still passes. However, before the server clock patch, people had to wait for opponent to come back. So 1 minute game became 4-5 minutes due to cheaters.
So my point is that if we go back to when we had no server clock, but p2p. Premoves will make more sense and always take 0.1 seconds. Like 20 premoves will be 2 seconds. Never 40 seconds.
I don't know exactly where the server is located, but it seems that Players in US has absolute advantage when playing bullet. I assume the server is located at US, and their premoves always take 0.1 second. In Asia, even with good wifi it takes 0.2-0.5 seconds.
I'm from India, my lag is now only 70 ms because Chess.com made reforms for us. This allowed me to reach 2400 bullet, but as I'm a terrible bullet player my rating dropped to 2300 (in an alt)

Oh so what's the point of putting the international flag then

There are servers in many parts of the world, for the bad majority of games.

Which you connect to depends on your location and the location of your opponent for each game.
If u searched "I hate Indians" or so in the parameters or searched "filter out players from a certain country" then u might understand. Plenty of ppl do this. All racist topics, and they appear frequently. Losers from 400-1200 elo do this most of the time here. In games, this is manifested as aborting whenever they see the Indian flag lol

The site has lag compensation, but does not allow all lag. It's not possible solve lag for everyone, just decide how to handle it.

The clocks have always been handled on the server and clients here have never been P2P.
Wait, you mean clocks were always on server and whenever opponent switched apps, people had to wait for them to come back for 20 seconds every move? Chess.com was letting people do that? This doesn't make sense either. Just how long have you been working for chess.com? Maybe there's something you missed out?
